In this brief, CAN recommends that the Government of Canada implement a five-year plan to increase the base budgets of Canada’s three federal granting councils, the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council (NSERC), and the Social Sciences and Humanities Research Council (SSHRC), by a minimum of 10% annually.
